Your motor on that hydraulic pack needs a new capacitor. That stores extra energy to help the motor boost torque on startup, and why you need to help it by hand to get it rotating. Pull that cover off the box on the side of the motor, there should a small cylindrical or oval device in the wiring, thats the capacitor.
