The lyrics are actually "Rome's still burning" not Room's still burning, "revenge or forgiveness" not that there ain't no forgiveness, and yes "revolution" not evolution. Great song. Should have been on the album and not an outtake.

It's a song against religion... Saying that the reason you may feel so helpless, blind to the truth, living a lie etc is because he's saying that we think we can depend on God when we can't, so he's saying by not believing, you'll save yourself from having to pray.
