Do you have any other mods turned on that aren't up to date and is the mod/your game up to date?
I don't have a clue what to advice you on the performance front, Clausewitz engine is held together with spit and ducktape but usually it runs on most devices with how simple HOI4 is code-wise.

From what I've seen on reddit, you play as east turkistan and once you win your independence, you get the choice of either going east and taking china or west and taking central Asia.
