The problem with putting one of these devices before a PRV is your device will be measuring the city's pressure and not the pressure within your home. So no, an in-line water monitor should not be in front of your PRV. This also gives you the added benefit of detecting when your PRV goes bad--at least one viewer has commented they detected a faulty PRV after installing one.
