The "old" Judo has strikes. They were used to get a kuzushi or a kumikata to finish the action. In real Judo, the unbalance of the ataker was got by the movement of the ataker or by the reaction to an atemi. The secret of old Judo was a pratice in the real life and a train for real world. The old name of Judo was Kano no Jujutsu; Kano decides not to teach the real way (Do), because he thougt that the most people who train martial arts, do so more to be able do win a fight than do avoid a figth. Today, the real art of atemi waza is almost lost, and the very few Masters who still pratice it, make a very serious judgement about the aprentice who asks do lern the real Do. To finish: the boxing as the english style, is efective, but produces damages to the hands and knucles...that's why they used special gloves. Please study a little of Boxe history...

I believe that the original Kano Judo had striking katas. They practiced striking in regular dojo training but were allowed only to grapple in competition.
@Kamatari Honjo Im no historian but I believe there were striking kata even after they started calling it Judo. Im pretty sure there are striking kata in some Judo schools even today.

so atemi do not use knuckles to strike head?

You never punch the head as you will break your knuckles!
The best strike for the head is the palm heel.

The tiger claw strike was taught by William fairbairn in his WW2 combatives system.

Judo with strikes ceases to be judo and becomes jujutsu again.
