I have the same fluency and fumbleness . Like in part one she didn't have new words and vocabulary and repeated many times the same words.. whereas in part 2 she was familiar with topic and spoke very well along with high vocab and good fluency. However In part 3 she didn't do well. She didn't answer the questions properly. The teacher had to ask why again and again and despite this she didn't got her answer well. I am the same in the speaking module. If she got 6.5 then I hope I will also achieve the same. Otherwise she is a good speaker who knows English but sometimes loses the confidence and sometimes does not find the correct word to explain her feelings.

Vocab was at excellence level but there was repetation of much words for eg- "as well as" and "to be honest with you" however she is a good speaker
