- The Palm Jumeirah Monorail in Dubai is a very stylish and modern monorail system transporting visitors to the Atlantis Hotel, the AquaVENTURE water park, and the Lost Chambers Aquarium, while providing incredible views of the Palm Islands!
I included a 3.5x time-lapse of the route at the end of the video!

So is it accessible to people who visit the Atlantis Hotel and the other places you mentioned only? Is it found anywhere in the main Dubai city?
The Palm Monorail is accessed through to Dubai Metro system. You have to transfer from the Metro to the light rail train which takes you to the monorail. In the future, they hope to extend the monorail to make a direct connection with the Dubai Metro.

Frickis Orlando from the Sheraton Jumeirah Beach Resort, it's an easy walk to the light rail which will take to you the Metro to downtown Dubai and the Monorail. (It will probably be just as fast and enjoyable to walk to the Metro station to take you to downtown and also the Burj Tower. Waiting for the light rail may take more time than the walk.

Looks like the Bombardier (nee Alweg) system used in Kitakyushu Japan.
+lohphat Hitachi technology is used in both monorail systems. This is the Hitachi Large Monorail system.

It is completely automated, which is a huge benefit of monorail and grade separated trains such as the Vancouver Skytrain.

I am happy with the monorail technology choice, but I think maglev would have been equally as good.

No, you have to pay to ride the monorail. It is a separate fare system than the rest of Dubai transit unfortunately.
