foxy's jumpscares are a bit flawed. they're only made for when the camera is up. kinda like bonnie and chica. he's more like freddy where freddy forces the camera down when he jumpscares but can also jumpscare while camera is down. so its weird to see foxy force down the camera while it wasn't even up in the beginning.
