The real question is: have you ever actually heard anyone say this in a real conversation? Or is it something that gets used in television, you know like a trope?

No one in their right mind has a conversation like they are giving a speech, but it is an easy mistake when doing quick writing. It is overall a sign of bad or rushed writing.

I know this is obviously just something the writers put in because of how they think.. But it could also be attributed to the fact all these people hang out with each other a lot (except dukat and grand nagus) which makes them likely to pickup phrases from each other and similar ways of framing sentences.
The question is: typically a short and formal sentence use by a person or intelligent entity as a method of obtaining more information about a certain subject from the recipient or recipients of the question.
