The gel top coat didn't work because she cured it. You have to "flash cure" the top coat first. Stick it under the lamp for 5 seconds; this is enough time to keep the top coat from moving. _Then_ burnish your powder or glitter into the tacky layer left by not fully curing the top coat. After that, you need to stick it back in the lamp and finish the cure time. Then, add another layer of gel top coat, cure, and you're good to go.
also she used a no wipe gel top coat which doesn't have the sticky layer that needs to be removed, I would think that also makes a difference?

That's exactly what I do when I want to create this effect. Sometimes it's still a pain though 😂
Don't use a no wipe top coat. I paint a color of gel polish, cure it for the full amount of time and there will be a sticky residue layer that you pack the glitter on to and then brush it down with a dry brush to lay down the particles. Then top coat and cure again

So I found the best applicator is one of those touch screen stylus with the squishy silicone top. It's round and not as hard as the silicone tool used here. I find the silicone based tools pick up the glitter much better than one of the sponge applicators for some reason, and if it's a cheap sponge it can leave fibers or hair residue on the nails.
I pat the glitter with a brush and that works really well too 😊

I think so!!! I did it on the plastic fidget spinners and it worked perfectly! Just may need to do two coats of the tacky base and glitter :)
