It is inexcusable for the referee to make such an openly biased call in this day and age. The football world hounded the referee who missed Maradona's "hand of God" goal. That was indeed a difficult transgression to catch. Yet, he was sent packing shortly after. How can ref Escobar be allowed to continue in his capacity? What recourse do Canada and CONCACAF have to have the match officials investigated? Shrugging it off will only encourage this openly biased officiating to continue. There must be consequences for the ref and the VAR team
In 2014 World Cup when URU Luis Suarez bit ITA Chellini, the ref missed it. VAR didn’t exist yet. But FIFA reviewed it after the match and suspended Suarez for 4 months. It was his 3rd bite. The previous two happened on his club teams. ITA lost that match which was their last chance to advance out of the group stage. Idk if the ref received any repercussions. Fun fact: He officiated THE 2014 semifinal BRA vs GER. So FIFA could probably review this Peruvian offence and take disciplinary action against the player.
There need to be reviews of such situations. The rules are not complicated. This is a red card. Why was one not issued. The ref'ing should be reviewed. VAR doesn't even recommend Escobar looks at it? Come on. Refs need to be held accountable in these situations.

Its a head butt, straight up red under any circumstance, except when there is bias involved. I saw a lot of that at the Euro's as well.
