Actors typically have to be dedicated to the source material and how far they go depends on them. Actors have plenty of time, plenty of resources, and have a strong network of people who tell them when they have to do something. That makes it easy. In short, with enough money, time, and dedication, anyone can drastically change themselves. Physically, it's easy, however, the mental game would be harder for some though, so I give you that.
What about Stanely Tucci in The lovely Bones? Man went from bald and tan with dark eyes. To white,a blonde comb-over, blue eyes and the dude wore dentures to change the shape of his jaw. He was barely recognizable.
