Knocking the bird dung off the insulators. The bird dung can form a conducting fault path on the insulators and cause a SERIOUS short circuit, one that would go BOOM.
Preventive maintance. Basically all important elements on HV lines need to be changed every few years. The materials (spacers, insulators, etc) aren't super expensive, but time and crew to do it is. So making it last longer by a simple washing is helpful to make them last a bit longer. Some stuff still need to be replaced at scheduled interval anyway, but it still helps. With number of lines in the state / country, it will take probably few crews a year of non-stop work to do all the replacements and preventive maintenance, and state reports. They basically need to inspect and traverse all conductors. That means thousands of kilometers. Sometimes tens of thousands.
