This effect will use a Gradient Fill layer in a unique way to create the light ray effect.

Make a solid color layer (whatever color)
Drop the opacity to whatever you want
Drop the opacity on your brush, use the shift key for straight lines and paint out your ray lines. 🤷🏾‍♂️
