Replacing head valves on CA1 / CA2 series compressor pumps

I did this in hopes of stopping the second stage discharge, relief valve from lifting when the unit got to about 150 pounds. Now the unit gets to about 50 poinds and the same relief valve shutters as it airs up. What causes the second stage discharge safety relief valve to lift on a ca1?

I have the same issue now my safety release valve off the intercooler keeps shuttering on and off as it builds up air
