The problem is the mostly about how the money is utilized after being collected so people don’t think it’s fair to pay fully without cheating the system yet the money is misused by those in power. Just imagine paying everything to the dot for the money to be given to others as service awards, or fund lavish lifestyles of politicians, or swindled by those in power.
