I have driven 110 on a highway like this in Texas. Amazing Driving by the Trooper. But with the bad repairs on highways these days. It is amazing that they have not crashed earlier.

No time at those speeds. I have had it happen to me. I was in the #2 lane. A car suddenly shot past me in the #3 lane. I never saw it till it was past me. About 2 seconds later I heard a siren for about half a second before a CHP car blew past me in the #1 lane. The entire incident was over in less then 10 seconds from the time I saw the car shoot past me, until both vehicles were out of sight. I kept looking for them but I never saw either of them again, or saw any other cop cars. Just nothing.
You can see flashing lights from over a mile away at night. If you aren't moving over until they are within 100 yards of you, you probably have no business driving.
It was 2a.m. Sunday morning, a.k.a. late Saturday night. 90% of the people on the road at that hour in&around Little Rock are guaranteed to be intoxicated.
1. You are wrong about over a mile. Emergency vehicle lights are only required to be visible from about 500 feet. 2. But even using your estimate of over a mile, at those speeds that would be less then 30 seconds of warning. But again in the real world that would be only about one-tenth of that. 3. Blue lights are the worst. Red lights are much more visible at night. Yellow or white lights even more visible. Blue lights suck.

Law enforcement for picking their brains as to what they are looking for and their legal wisdom, and judges and prosecutors for seeing the real world with the victims up close and the environment that law enforcement is really working in.....but they won't because they don't want to really see it.

Further Research: ASP Has 3 different chargers they have a 2020, 2021, 2022 all pursuit packages the 20 and 21 will only hit 140 the 22 will top at 150 however if they modify with a cold air and modified pulley they can hit speeds of 156 which has been seen in other videos

It's crazy how running along at 140-150 mph seems insanely fast and scary at first, but after a few minutes you settle in and it just feels normal. All the other cars going 70 seem like they are just poking along going too slow.

Well, first, it's amazing what you can accomplish when you don't know you can't do it; and, second, you'll notice that the Charger was considerably less speedy (but a lot sparkier and smokier) after doing its Free Willy impression.
