When you are building something big like a bridge it can be hard to reach around to the other side to hold the head of a bolt while tightening the nut. It would require another person which increases project costs. Also this system reduces the torque the operator must resist when the tool is putting on the nut. The torque is easily in the hundreds of ft lbs range, and into the thousands for larger bolts. The tool is holding both the bolt and the nut. Once the proper tension is reached the tool automatically removes the tip of the bolt to prevent over tightening.

So the tool grips the bolt and the nut and applies opposing twists to each until the tip shears off?
Pretty much. The tip is used as leverage to rotate the nut, and when the proper torque is achieved the spline shears off.
