400 is definitely a better motorcycle, you get better tyre grip, rear tyre is wider, it has better engine, it performs really nicely on highways, dominar 400 is a better motorcycle overall. if you want to do highway riding continuously driving at 70-80 on highway, then dominar 400 will be a better bike for you.

it is very feels more strain compared to duke 250, duke 250 feels more relaxed and I know not many people will be able to relate to this, considering the power figures and segment, take my word for it, if you ride these two motorcycles back to back, you will feel that duke 200 feels a bit controlled, duke 250 feels relaxed and smooth, you will enjoy revving the duke 200 coz of way it builds power, it feels very good, you will also feel a little vibration with it, the riding experience is very different.
