Hey there :) I would say the best thing you can do is to just jump in and get started. Your blog really doesn't have to be perfect from the get go. Just take a week, set it up, and start blogging right away. If you want to you can prepare some posts, but it's really not necessary. You can do this, and I'm here if you have any questions.

Hey Enajite, thank you so much for watching :) I'm not that familiar with blogger, but if you really can't get your hosting, then I would just test it out. Maybe you can switch to a self-hosted website in the future because it's really really important but I do understand that it's just not always possible. And yes, you can absolutely use Pinterest without Instagram for growing your blog.
First get your blog setup out of the way and then start posting relevant content about home decor. Helpful "How To" posts or inspirational "List" posts are a great way to get started,
