Thanks for your question. F#13b9 is used for two reasons. One it’s not a sub for IV7 but rather a passing chord back to I7 (notice how it’s always used as a way to get back to I7). People usually play C7 C#dim7 | G7 . The F#13b9 is also a sub for the C#dim7. It also works because the top note of the voicing G also is the top note of G13 (common tone harmonization).
