No you can't edit your config.cfg, it's just a placeholder for when you edit your settings in the game or in the autoexec.cfg. The purpose of an autoexec is to execute commands and binds, then overwrites them into the config.cfg via the host_writeconfig command.
You could just delete the autoexec and redo the settings. I provided some instructions on my Discord on how to do that the next time you happen to try another autoexec and you have a backup of your config.cfg file from your Steam/userdata directory.

No. It's not a cheat. Just an autoexec that executes commands from the game. I myself still use this from time to time.
