Bureaucracy and judiciary the main reasons. Eg- DRDO- 60% of the total budget goes to salaries. In that 60% 40% goes to bureaucrats 20% scientists. There are more bureaucrats than scientists in DRDO.
Judiciary- The judiciary interferes with laws to hinder R&D. Eg- They overturned the legislation to promote R&D.
Even the salaries are low too

I studied in govt school and most of the teacher didn't focus much on teaching (as they know they won't loose their job anyway). And some of them can't even teach properly (just reads the book)
Improvement in education would make better students who would contribute in this things

State governments also need to start spending on R&D. Only 2.7% of government expenditure of R&D is from state governments
Government spending will not create much impact.Private players have to invest money heavily without any concern.Corrupt officials and researchers will not spendgovernment money on research
China private players invest heavily first when research is flexible and results are seen government invest in it

Education system,upbringing, and overall motivations and inspirations in our lives since childhood are focused on guaranteed retuns, minimal risk, discouraging creativity, and problem solving is a major hadicap.
Eveybody is blaming reservation but main thing is that in our country no one wants to research eveybody wants a job that can made them free for their rest of the life and this mindset cannot flourish in long term
It's not that nobody wants to do research, in my college majority simply goes to foreign colleges (uc Berkeley, mit)for higher studies because they get better scholarship and career opportunities there. If our government could have provided that these guys would have stayed
Actually i was concerned about this topic from long time, indian students should be encouraged towards research and creative approach towards their respective field instead of just focusing on getting a job government should offer good amount as well as incentives etc to boost the interest of students and a major thing is to make a significant change in the approach of schools in learning, i genuinely think they should make students focus on practicality more then theory, and in this context infrastructure and maintenance of government schools is important. I guess we are far behind in the field of energy research, and new emerging under explored fields like quantum physics etc(in broader picture the quantum field so huge that feels like humans are still at the beginning) and we should encourage our researchers and present them Infront of broader audience instead of inviting tv/Bollywood personalities in top institutes like iits etc

Every district have a good workshop integrated with research paper library. Having Design and Development Centers, Labs and Testing centers, Mentors and Experts. I. P.s,Patents & Financial Funding,Incentives, Seeding capital for potential research products and Tax rebates on R&D expenditure of companies, Major contributor in R&D is private sector in most developed nations. These R&D centers not only restricted to PHDs but easily accessible for young college graduates or even innovative science college students it should not be discriminatory on the basis of academic level. Youngsters have more innovative ideas while experienced have more practical approach thus combination with mutual respect & understanding is best.Hope it's our own DARPA & Skunk Work. Many states developed few global standard incubation centers for young innovators Enterpenures mostly in South example T-Work in Telangana,but they should be in higher numbers specially in highly youngs populated states like UP, Bihar etc.

Majority of Indian business houses are Not receptive to innovative ideas and undermine its importance for they still are of industry 2.0 mindset which Also reflected in industry 3.0 revolution.Ratan Tata has made a statement that today's entrepreneurship means innovation.unless indian business houses understand this it will be very difficult for India to grow to Industry 4.0 age which is in nascent stage.
One of my senior is an AIR 15 holder on CSIR NET, but failed to apply for Ph.d in some prestigious institute, whereas One of my relatives is doing Ph.d on the field of biological sciences from USA ( through recommendations from IISc Bangalore without qualifying CSIR NET).
MORAL OF THE STORY - PARTIALITY IS EVERYWHERE. RECOMMENDATIONS AND PRE BOOKED SEATS FOR SCHOLARS PLAYS PARELLEL ROLES.
Csir net exam is not aligned with the skills required for phd. People from iit and iisc do not take csir exam seriously. I know it because I am from IIT bombay.
