The only reason I see is that Dolniceanu flicks his arm forward at the end of the attack, and it's not as continuous as Homer. I agree with you though, I would still call simultaneous.
These guys are so fast, I'm sure they feel that any feint is useless. But Homer was picking up on Dolniceanu's attack very well for the parry riposte. Dolniceanu should have figured that out.

Imagine how mad dolniceanu was. Loses by one point and he earned that point but the equipment broke. That sucks
