I'm not an immigration officer, but as far as I know all he has to do is to visit his embassy in PH. He could ask them for his repatriation assistance back to Germany. Germany has quite a few of government depts on generous social welfare, that may be able to help the homeless German. Sometimes, it's just a mental issue.

But we also know what rights a german citizen has. - If he is old enough he gets his pension MONTHLY, which is enough for a simple living everywhere in the Philippines besides BGC. No requirement to be in Germany, just a regular visit to the embassy for a "certificate of existence" so it is only paid while alive. No other requirements, monthly payment, cannot go bankcrupt. - If he is not old enough he is elegible for social security. Condition: Has to be in Germany and apply for it at the local welfare/job center. Yes, it might be sad to leave the country, but he can start all over again in the Philippines after a while, especially when he gets his pension. Also, with his health condition it would be best to get fixed up in Germany anyways. So, this here is very fishy. Germans are not heartless, but they have a strong sense of justice. Am from europe at actually dalhin lang sa German embassy nila sila na tutulong sa kanya. Doon sa kanila ay may social benefits tulad ng housing at monthly money sa gastusin.

Homeless people in Germany are homeless because they want it. They just have to go to the muncipality and apply for social security, they get it monthly plus a social homing . So those who are on the streets are there deliberately, for some reasons. Sometimes mental health, sometimes criminal activities, and so on.
He looks old enough for pension. (You can get pension already with 63 years if, it is just a bit reduced compared to 65.) It should come every month. You only get a "ceritficate of existence" from the embassy from time to time

Possible ring may local na kaso siyang haharapin sa western country kaya ayaw na niyang bumalik doon. Possible ring wala na siyang uuwian na malapit na kamag-anak sa kanyang bansa at magiging homeless lang siya sa kalye at mahihirapan sa kalya sa mahabang winter o malamig na panahon sa western countries. Possible rin na hindi siya well-educated at walang work experiences sa kanyang bansa kaya alam niyang mahirapan siyang matanggap sa trabaho roon dahil matanda na siya kaya sa food banks siya pipila para makakain at sa kalye matutulog. Sa ganitong situation ay mas mabuti pa na sa Pilipinas sila manatili.

I just don't understand why the interviewer didn't even invite the poor German man. To be honest, we didn't understand anything they were saying because it was very noisy where the interview was being conducted. 50/50: I agree with what was said in a comment to approach the German embassy so that their citizens can be helped. Expats beware. Stay sensible when away from your country. You must budget accordingly, do not leave untill you are financialy secure, including monthly income. Do not invest in silly ideas, bad women, drinking all day. If you obey the above, the Philippines is a tremendous place full of kindly people.

Homeless people in Germany are homeless because they want it. They just have to go to the muncipality and apply for social security, they get it monthly plus a social homing . So those who are on the streets are there deliberately, for some reasons. Sometimes mental health, sometimes criminal activities, and so on.

Bakit hindi pumupunta sa kanilang embassy ang ilang puti na palaboy para bumalik sa kanilang bansa? Isang dahilan ay passibleng sira na ang isip nitong puti dahil sa drug use or personal problem. Possible ring may local na kaso siyang haharapin sa western country kaya ayaw na niyang bumalik doon. Possible ring wala na siyang uuwian na malapit na kamag-anak sa kanyang bansa at magiging homeless lang siya sa kalye at mahihirapan sa kalya sa mahabang winter o malamig na panahon sa western countries. Possible rin na hindi siya well-educated at walang work experiences sa kanyang bansa kaya alam niyang mahirapan siyang matanggap sa trabaho roon dahil matanda na siya kaya sa food banks siya pipila para makakain at sa kalye matutulog. Sa ganitong situation ay mas mabuti pa na sa Pilipinas sila manatili.
