For the first one, that's not the only way to get 12 survivors. You can also do the builder legacy at 9 people and accept the recruits into your community. Then you can simply quit the mission and reset it by switching characters.
Oh yes! I forgot about that. I never get that far in the game (I usually switch maps after clearing all the plague hearts) except for the first time, when I completed the builder legacy for the boon on nightmare. Thanks for pointing that out. :)
