I can answer this. It was invented so that children could get adequate sunlight in cities where they didn't have many spaces to play in. So you let your small children chill in these windows in the hopes they wouldn't develop rickets. More public spaces were developed so by the 1950s these were just design choices. These were never designed properly and if you remember stories of children falling out of windows... this is why.
Storing cheese in an underground cave, where it's cold, makes sense, way better than keeping it refrigerated on the surface. I didn't know this was a thing but yeah, good on you Americans for finding a cheap, electric-efficient solution.

People used to refrigerate almost everything in cellars and other underground area's (so probably cheese too), definitely not just an American thing.
