on the first bar, the (16) & (14) are those being played out or sitting for a beat before sliding over? that's new to me and I'm a little confused by it.

Numbers that are wrapped with a () are the continuation of its previously played note. So that means sitting for a beat before sliding over.
For example:
16 ~ (16)
16 is when you actually strike the note, (16) indicates that you should hold the previously played note to this point
