That’s the custom for marching band/pep band but I do remember when we would first learn it we would play it so slow

At 0:56 to 1:01 my marching band say “HE’S GETTING A TATTOO, HE’S GETTING IT DONE. HE ASKED FOR A 13 BUT THEY DREW A 31!”
As a high brass member, I have been told to scream as loud as you can, when it comes to that part.
