I think Mina is confident in the phrases she knows, but in some of the situations they ask her to speak English she may not know how to say it in English. Since vocabulary isn’t very wide ranged she may try to remember some words that make sense, or may not want to speak since it’d be pretty nerve wracking.

Mina knows how to speak English but i think she's shy. Nayeon and Momo is good in english they just need to improve since Twice is the queen of improvement.. Fighting Twice....
Mina: understands everything perfectly but SUPER SHY to speak
Nayeon: probably at similar level, but decided to leave everything to Mina, the (former) US citizen (she's already the rep in Korean anyway)
JiChaeng: understand most of the time but couldn't form sentences spontaneously
DahMo: SUPER confident but, yeah... (it's cute so it's forgivable)
JeongSaTzu: tune out English & gave up speaking (except Hi/Hello/TY/ILY/introductions/scripted English)

All of them can speak english. Chaeyoung, Jeongyeon and Sana need to work on their pronunciation. Momo, Dahyun and Jihyo need to work on putting sentences together. If I'm not mistaken, Mina was born in Texas and then grew up and lived back in Japan? I think that's why her English is best from the other members. Plus, I'm sure learning English in her school years was most likely easier. I could be wrong but I'm sure her English and confidence in speaking it has improved. I love how the rest are good at English and they should have more confidence in speaking English! (which I'm sure they are good at now)

The one main problem that is stopping Twice from achieving the level of INTERNATIONAL success Blackpink is having is their ability to be fluently proficient or even be good at English. To reach a massive global audience such as what BTS and Blackpink have, they must be able to at least communicate in English in any interview or to any artistes. Because English is THE international language.
English proficiency is important to reach all that but i genuinely don't think JYPE has had that in mind for Twice 🤨 at least, for prior years since debut up until their recent comeback. The Feels, their first English single releasing September next month, would mark their first major effort to break into the Western music market. like if you look at their discography, Twice have really only focused on domestic and Oricon (Japan) w back-to-back releases and tourings. in comparison, BTS has put out that Halsey collab, Dynamite and Butter while Blackpink × Selena, Gaga, Doja, Dua Lipa etc.
