I'm a Modi supporter, but in hindsight I think it would've been better if Modi & Co hadn't pushed ISRO into doing Man-in-Space with Gaganyaan first, before getting this NGLV reusable rocket done. I feel NGLV is more important to India's space progress than Man-in-Space with Gaganyaan. And right now, Gaganyaan is consuming resources and delaying progress on NGLV.
@Arjunseervi483 - but getting reusable rockets done first would make Gaganyaan cheaper to do. We see that SpaceX sends up astronauts on its reusable rockets at much lower cost than NASA or anyone else. Better to get onto the lower-cost track sooner rather than later. Reusable rockets enable you to fly more quickly, more frequently, and more cheaply.

We'll be able to do space station, moonbase, etc all more cheaply and more quickly. SpaceX likewise achieved reusable rockets before doing manned flights. It's the more sensible thing to do.
