I think your draft rosters for both shows are spot on but... I think that Jeff Hardy would compete in the Championship match but I would put the strap on KO for Raw. Then I would put the IC title on Aleister Black. For SD I would have Balor join the Club and have all the belts on them

Very different views here. I would make all programs tv-14 so we could get into more darker themes. I would keep the universal title, I also agree that Finn balor should be the champion on smack down. I also think the wwe championship should be on raw but I’d rather have Kevin Owens to get a run with it. I’d swap the intercontinental and u.s. belt with brands and I’d have alestar black be u.s. champion but intstead of alester being an undertaker like figure he’d be more like late 90’s type stone cold ( a complete and utter badass who doesn’t give a shit) and I’d have shinsuke have a reign with the intercontinental championship for another push to set up a world title reign in the future. Squash matches would be gone and I’d focus more on a wow factor of matches like push a wrestlers style to the limits to create good matches ( squash matches would only exist between one off matches but only if it’s something like Roman reigns vs Akira tozawa. The story lines would be more unique and interesting than just , i did everything for him or I’m overshadowed by you or you’re not taking my spotlight or the typical underdog story or I want your championship and will do anything to get it. I would use stipulations like hell in a cell only for bitter rivals because that’s when it makes most sense. I’d let the superstars do unscripted promos and I wouldn’t ban head shots,certain moves and weapons. I’d bring back older but cool stipulations like 3 stages of hell. I’d also listen to wwe superstars for new storyline ideas to potentially get well received story lines.id also give the right people pushes and book things correctly and not have someone get disqualified in a hell in a cell match or give Brock led at money in the bank instead of someone who deserves it like Somoa joe. I’d also make NXT a part of the main roster because it would be cool to see people like John cena fighting the undisputed era in smackdown or Johnny gargano against mustafa Ali in Raw or shinsuke nakamora fight Keith lee in NXT. I would also have nxt matches happen at ppv events. I would also make 205 live a main roster show just like nxt. I would also have Randy Orton beat rick flair and John cena’s 16 world title record because I feel like a long time heel should surpass another longtime heel, it just feels more right. Tag team belts would be redesigned. That’s all I could think of for now. Maybe I’d change the personality of certain wrestlers but other than that I think I got everything down

I like most of your ideas, but with Morrison returning I wouldn't shove him to tag team hell right away. I would let him have a singles run for a few months before I put him in that position and then when I did I would at least put him with a familiar face like the Miz. And with that being said my inaugural tag champs would be AOP or the Viking Raiders. Something else that I would do would be is that I would still have a Universal Champion however, he would be able to be on both shows. This belt would have to be defended at every PPV and the challengers would come from alternating shows, and when the champ loses he goes back to the show of the new champ. I would also keep the women's tag belts and they also would be defended on both shows however once the champs lose they go back to their own show. For example the Kabuki Warriors if they lose the belts they go to Raw .
I would make Daniel Bryan go to Raw to get a fresh start and send freaking jobbers like EC3, Apollo Crews(Sadly), Tamina and more to NXT so that they could AT LEAST DO SOMETHING THERE...
