Mickey's 123: The Big Surprise Party is an educational game that was released on Amiga and DOS, developed by Distinctive Software and published by Disney Software on June 20, 1990 in North America. The game stars Mickey Mouse throwing a party for his friends.
The player has the choice between a couple of scenarios, Mickey's home and the town. In each of those, Mickey can perform 9 or 10 actions; each representing a number from 0 to 10. For example, if the number "4" is pressed at the fair, Mickey selects 4 apples.

I remember playing this as a kid! In addition to Wayne Allwine voicing Mickey Mouse and Bill Farmer voicing Goofy, that's Linda Gary (Grandma Longneck of "The Land Before Time" franchise and Aunt May in the 1990s "Spider-Man: The Animated Series") as the female narrator.
The music starting at 11:32 is a MIDI rendition of the "Happy, Happy Birthday to You" song from the 1983 album "Mickey Mouse Splashdance".
Haven't thought about this game since I was 6. Randomly had a dream that I was looking for the floppy disc so that I could play it, and here I am. Oh man...what is happening in my life?
I left Gus out of getting food once and it pretty much scarred me for life, I felt so bad
