Because Hungary was part of the Austro-Hungarian Empire before 1918 many people still had relatives in Hungary and even Austria. Hungary allowed free movement between Hungary, Austria, and Czechoslovakia. People in East Germany would arrange a family vacation in Hungary and then cross into Austria or West Germany and never go home.
