There have been wars fought over this in living memory and things are still really tense. For the President to pick that map out of all the art available for the limited display space in the outer office sends a message about Israel's right to exist, even if that's not what Bartlett intends. It basically reminds people who go to see the President of the area's colonial past and may give some people a "your country hasn't been around that long and it only exists because of western support" type vibe. That's my read of the situation. Hope that makes sense!
