your "upgrades" section indicate more usage of water, not conserving usage... so not part of a recovery story for the reservoir... in other words, humans will still terminate the river (at least until we cease production of alfalfa which takes up over 40% of the water and yet is for non-human consumption (export, and domestic cattle fodder).
The upgrades are a contingency plan in case the water levels get worse again. Humans won't necessarily terminate the river, but the drought non-drought swings are definitely worse than they used to be so we need better infrastructure to get through them. Similar to California's need to have more reservoir capacity to hold water from extreme runoff like two winters ago. California was in dire drought a couple of years back and now Oroville, Shasta, and others are at full capacity.
