No, this is not how it was supposed to be played. Strafe running is a glitch and it has been fixed on Xbox with the default dual analog control. But he uses DPAD because it still has it so he runs in diagonal 40% faster than with the dual analog.
These records are not valid because you cheat at the moving speed by using the dpad straferunning glitcheat which increases diagonal speed by 40%. If you would find a glitch that makes you move two times faster would anyone consider it a record just because you increased the moving speed by 100% ? No, it would be called a cheat as its basically the same as using turbomode. I use the dual analog control which has the same speed in a diagonal- as all other XBOX games do. If you would play the same way you will see that you cant get below 1:10

You are running at a way higher speed than default, so you are cheating basically. Might as well use turbo mode.
