Here in Norway, and most of Europe, there is no such thing as claiming the ticket. You have to register to play the lottery, and if you win, the money is transferred to your account. Also, there's almost no chance in hell anyone can sue you for any large sum, unless you're married and divorsing after winning. And money in your bank account will never disappear, since even if a bank go bankrupt, there are security measures in place to protect peoples' money. Money in risky stock funds is a different story, though, but banks cannot do that with your money, unless you actually tell them to do so.
cant claim anonymously in Canada unless you can prove its for safety reasons. but we also dont get taxed on lotto winning, but the largest sum we are allowed to win is 70 mil, anything higher then that for the same draw will start to go to separate 1 mill prizes. if I ever won the first thing I would do is go to a lawyer and find out how I can protect myself before I even claim the ticket.

It takes 2 weeks for all the states that participate to transfer their part to the central location that will deposit the money into your account, after the 2 week it takes about two more weeks for them to deposit it in to your bank, so about a month
