It’s not actually an 8th note as it still has three beams on the other side. It’s a way to make it easier to read visually, dividing the 32nd notes into groups of 4!
Grouping things make it a whole lot easier to spot. Imagine reading something that's all over the place, not only it's terrible but it also slows you down. So, it's not 8th note as it's linked to the before/after ones...

How do you count a 32nd?
There isn’t really an agreed upon way of counting them since they’re typically so fast . You could count 16th notes and play two notes for each count.
I count it as
1 e and a 1 e and a
Etc.
could you do one with double dotted quarter notes?
