She did all her stunts. They showed bloopers during an awards show.

You should check out You Oughta Know by Alanis Morrisette. Dave Navarro from the Red Hot Chili Peppers plays guitar on the track. The album, Jagged Little Pill, was the biggest selling album of the 90s, and was responsible for a wave of feminism and female artists in music.

I used to practice this routine back when this video was out. I was about 13-14 at the time.
To answer you’re question, Janet was about 20-21 when this video came out. And she moved from Gary to Los Angeles when she was VERY young (Like about 5 or 6). So she actually grew up more so in Cali.
