I’d argue he does care about civilians; many of his targets are people who are terrible to others or have caused harm to others. The player makes the choices of how to carry the missions out, but canonically his targets are the sole intended victims.
47 does care about people to an extent. He cared about an old priest friend of his. The priest allowed him to stay in the church & 47 became the church’s caretaker & gardener. When the priest was kidnapped in his own church 47 went on a revenge mission. That shows he cares
The priest didn't get killed but rather was kidnapped so as to coerce 47 back into being a hitman. He then eventually confronts the kidnappers back at the church, kills them, and saves his friend. Although he doesn't return back to that peaceful life he tried to lead and becomes a hitman again purely so that his presence doesn't endanger another person close to him. He apparently donates some of the money he gets from contracts to that same church.
The thing is that each of those would be very fitting for a Frank Horrigan contingency but i can't choose on which one is better for it cuz they're pretty good It could be any of each I don't have a problem

Also, 47 has been shown to be extremely intelligent. Even working from the limited intel available, he could probably make some guesses about Batman's potential age range (teenager or young adult at his first appearance, plus however many decades he has stayed active since then), his wealth (it takes millions, if not billions, to fund that kind of arsenal, and it can't be a standalone inheritance if he has been continuously active for decades), and his no-killing rule. Search the city's public records for anyone with the required amount of wealth, remove any criminals who have repeatedly fought Batman or have been serving jail sentences while Batman was actively catching other criminals, and do some basic recon on anyone else. Once he's certain of his target, he can infiltrate the mansion, locate any secret entrances by using his gadgets/sensors, and keep going deeper until he's finally able to have a "friendly chat" with Batman: no need for a complicated contingency plan, just drop the investigation into me, and I'll show some professional courtesy by staying out of Gotham. After all, 47's targets always have blood on their hands, some much more than others, and 47 is no stranger to slowly dismantling massive shadowy organizations. If Batman agrees to the truce, both sides can help the other out in their investigations by sharing intel from time to time. If Batman refuses, "accidents" might happen around the "Bat Family"...
You see the problem with that is all of the bat family members are highly skilled fighters, extremely intelligent tacticians, and peak human, so I don't know if it would be so easy for the guy to take any of them out.

This does neglect one thing: Diana Burnwood, Agent 47's handler and contact in the ICA. Fighting 47 would mean having to contend with Diana and possibly all the resources that the ICA might spare. Especially if someone hires the ICA to take out the Batman, or Bruce Wayne, and if 47 takes on the contract.
Great suggestion. But it would help if the villain doesn't arrogantly take so long in killing him and ignores what Bond tries to tell him. That would help.

Well another thing to consider is if we are going off the hitman remake version he can tell if somebody could possibly recognize him (and know exactly if/when they do)or already know who he looks like even through walls thats a very powerful ability that alone can be the deciding factor if you can ever spot him or not in the field
The scariest thing about 47 isn't his abilities, but that he's so God damn thorough that he never leaves evidence that will be useful. It literally took the plot of the one game where someone did find him dictating that it happened that way no matter how little evidence you leave behind. The canonical ending to each mission requires you to get the best ending, which means that all deaths have to be deemed as tragic accidents or murders committed by other people, and zero signs of foul play or tampering. The newer games even have it so that you can literally manipulate others into willfully or accidentally killing your targets for you, including some where there's a clear motive for the killer to do so. So, 47 would still probably operate as usual. What would Batman be able to find out that others couldn't? I think we're not giving 47's ability to maintain his anonymity enough credit. He's probably the perfect person to counter Batman (outside of a supernatural entity).
2 things with agent 47 Bats underestimated. 1 his pertanatural accuracy w8th firearms mean any attempt to widen the gap to breath could be dangerous. 2. His sniper rifle could kill at 4.x km. This inducates his weapons will be able to do significant damage if not penetrate his suit after systematically hitting the same area multiple times.

In the time it took Batman to put together this contingency, 47 already slipped into Wayne Enterprises, disguised as a delivery boy, knocked out a cubicle drone in the bathroom and took his clothes, discretely stepped into the security office to borrow a guard’s clearance, obtained access to the top office, plugged a flash drive into the computer to allow his support staff to hack Batman’s surveillance system…and slipped a dose of emetic poison into Bruce Wayne’s cup of coffee, while he wasn’t looking, before calmly leaving the premises while Bruce was preoccupied with worshiping the porcelain throne.
The one issue: The poison. I'm pretty sure that the Batman knows his poisons and would know what to look out for when it comes to a tampered drink. In fact, that whole setup could work for a confrontation between the Batman and Agent 47. Maybe Bruce fakes drinking from the cup, wanders off to a bathroom as though he has gotten sick, and waits for 47 there before a fight breaks out between them? Something like that? I do know both parties are incredibly clever in how they operate and are difficult to catch by surprise (unless the story demands it).
Follow up... Bruce is assessing the situation in the Bat Cave; when Alfred arrives with tea and pleasant conversation... Only one little verbal flaw... strikes him seconds before drinking the tea! It's not Alfred!...

Imagine if he shows up in the bat cave and says “you’ve done your homework Bruce” and Batman would ask “how did you know” 47 would respond “your not the only person who does research on their targets.”
I got bad news, this plan isn't gonna work. Firstly, there is no way everyone elses cell phones are going to track 47 unless someone has reason to pull it out and start recording him. Secondly, he has an innate ability to 'see' where security cameras are aiming allowing him to literally avoid their cones of sight. This means with all that security, Gotham City is no more secure than a mid-level motel. As long as he's careful, he won't be seen. Secondly, his ICA handler and resources means there would be a counter on his side to the plan where the ICA could easily use the corrupt bureaucracy of Gotham to get Agent 47 an entry point into the city undetected. From there he could be any cop, any employee, anyone. With Agent 47 in Gotham, Batman isn't likely to run into Agent 47 unless they happen across the same target, on the same night. But a lot of your later 'contingency plans' rely on techno-mumbo-jumbo which wouldn't work such as 'Gun Jammers' which are mentioned in previous videos and now 'simply highjacking every technological device and cell phone to provide live real time tracking'... yeah. No... that's not even how the average security system works. Most low security systems are ran by home ran local area networks where the cameras record to a drive or upload to a security company and has quite a delayed response. IF the person manages to actually trigger said system. Secondly, said systems rarely, if ever are capable of handling facial recognition. It's always detect motion or noise, set off alarm. But never anything like keeping an eye out for a specific face. Medium security systems often go through private security contractors. And in Gotham are likely highly privatized with even the GCPD police system being on a local area network. Higher security systems are almost always exclusively private network with their own private security staff monitoring it. Now with Agent 47, his face isn't in any databases meaning you'd have to create an entry on the very few systems capable of facial recognition. And hope he happened across something like an airport or a really ritzy bank without a disguise on. You can't just 'magically detect someone' with computers. Especially when they have no personal links or connections to said systems. No matter how good the lock, someone will always be able to open it. And Agent 47 isn't some Arkham Crazy. This plan fails in its invention, relying things like civilian cellphones to somehow be able to magically pick up Agent 47 when the phones never likely leave the pockets of their wearer or ever enter camera mode. For Agent 47, this is just another day at work; don't make a scene, don't get on camera. And do what you've been literally doing all your life. He'd literally also know about such a massive, all agency level hack because the ICA would see such a brute force surveillance invasion a mile away.
47 would just shoot the cameras before they spot him, and even if they do, he can just disable the recording feature. Not for nothing, but cameras are the least effective means of tracking him
I’d imagine Bruce would install bulletproof cameras and would have his cameras be installed with some type of device to prevent disabling. This is Batman where talking about, he plans for everything.
I would asume Batman would make sure the cameras will alert him in the event that they are destroyed or disabled, thus allowing him to triangulate Agent 47's position.
Imagine that conversation between Batman and a contained, neutralized 47 who attempts to play upon the Caped Crusader's past and psychological weakpoints.

I find it refreshing that in this "contingency plan," Batman acknowledges that Agent 47 is as capable of finding and exploiting Batman's own psychological weaknesses, as the reverse.

Agent 47 is a lot of things, but I wouldn't say physically agile or strong isn't either of them. He has the strength of a typical human being, being able to hold his own weight when hanging over ledges or climbing on poles. As for agility, in all the games I haven't seen him he able to exceed speeds faster than a light jog, even in life-or-death situations.

The scariest thing about 47 isn't his abilities, but that he's so God damn thorough that he never leaves evidence that will be useful. It literally took the plot of the one game where someone did find him dictating that it happened that way no matter how little evidence you leave behind.
The canonical ending to each mission requires you to get the best ending, which means that all deaths have to be deemed as tragic accidents or murders committed by other people, and zero signs of foul play or tampering.
The newer games even have it so that you can literally manipulate others into willfully or accidentally killing your targets for you, including some where there's a clear motive for the killer to do so.
So, 47 would still probably operate as usual. What would Batman be able to find out that others couldn't? I think we're not giving 47's ability to maintain his anonymity enough credit. He's probably the perfect person to counter Batman (outside of a supernatural entity).

In the time it took Batman to put together this contingency, 47 already slipped into Wayne Enterprises, disguised as a delivery boy, knocked out a cubicle drone in the bathroom and took his clothes, discretely stepped into the security office to borrow a guard’s clearance, obtained access to the top office, plugged a flash drive into the computer to allow his support staff to hack Batman’s surveillance system…and slipped a dose of emetic poison into Bruce Wayne’s cup of coffee, while he wasn’t looking, before calmly leaving the premises while Bruce was preoccupied with worshiping the porcelain throne.
The one issue: The poison. I'm pretty sure that the Batman knows his poisons and would know what to look out for when it comes to a tampered drink.
In fact, that whole setup could work for a confrontation between the Batman and Agent 47. Maybe Bruce fakes drinking from the cup, wanders off to a bathroom as though he has gotten sick, and waits for 47 there before a fight breaks out between them? Something like that? I do know both parties are incredibly clever in how they operate and are difficult to catch by surprise (unless the story demands it).
Follow up... Bruce is assessing the situation in the Bat Cave; when Alfred arrives with tea and pleasant conversation... Only one little verbal flaw... strikes him seconds before drinking the tea! It's not Alfred!...

I still believe Batman would win, especially if he knew who 47 was and that he was coming for him, (an advantage the majority of 47’s victims didn’t have) but I think the idea that Alfred easily beats 47 is kind of far fetched.

If DC does a Crossover Movie with Agent 47, they better make a Movie of Batman vs. Agent 47, with the title as "Batman vs. 47: Battle of Stealth"
I got bad news, this plan isn't gonna work. Firstly, there is no way everyone elses cell phones are going to track 47 unless someone has reason to pull it out and start recording him. Secondly, he has an innate ability to 'see' where security cameras are aiming allowing him to literally avoid their cones of sight. This means with all that security, Gotham City is no more secure than a mid-level motel. As long as he's careful, he won't be seen.
Secondly, his ICA handler and resources means there would be a counter on his side to the plan where the ICA could easily use the corrupt bureaucracy of Gotham to get Agent 47 an entry point into the city undetected. From there he could be any cop, any employee, anyone.
With Agent 47 in Gotham, Batman isn't likely to run into Agent 47 unless they happen across the same target, on the same night.
But a lot of your later 'contingency plans' rely on techno-mumbo-jumbo which wouldn't work such as 'Gun Jammers' which are mentioned in previous videos and now 'simply highjacking every technological device and cell phone to provide live real time tracking'... yeah. No... that's not even how the average security system works.
Most low security systems are ran by home ran local area networks where the cameras record to a drive or upload to a security company and has quite a delayed response. IF the person manages to actually trigger said system. Secondly, said systems rarely, if ever are capable of handling facial recognition. It's always detect motion or noise, set off alarm. But never anything like keeping an eye out for a specific face. Medium security systems often go through private security contractors. And in Gotham are likely highly privatized with even the GCPD police system being on a local area network. Higher security systems are almost always exclusively private network with their own private security staff monitoring it.
Now with Agent 47, his face isn't in any databases meaning you'd have to create an entry on the very few systems capable of facial recognition. And hope he happened across something like an airport or a really ritzy bank without a disguise on.
You can't just 'magically detect someone' with computers. Especially when they have no personal links or connections to said systems. No matter how good the lock, someone will always be able to open it. And Agent 47 isn't some Arkham Crazy.
This plan fails in its invention, relying things like civilian cellphones to somehow be able to magically pick up Agent 47 when the phones never likely leave the pockets of their wearer or ever enter camera mode.
For Agent 47, this is just another day at work; don't make a scene, don't get on camera. And do what you've been literally doing all your life. He'd literally also know about such a massive, all agency level hack because the ICA would see such a brute force surveillance invasion a mile away.

I’d imagine Bruce would install bulletproof cameras and would have his cameras be installed with some type of device to prevent disabling. This is Batman where talking about, he plans for everything.
I would asume Batman would make sure the cameras will alert him in the event that they are destroyed or disabled, thus allowing him to triangulate Agent 47's position.

He has the strength of a typical human being, being able to hold his own weight when hanging over ledges or climbing on poles.
