Jiraya is unironically a monster in comparison to the raikage, raikage isn't anywhere near close to the power of that imperfect sage. And I'd argue that you could attribute base way feats of Tsunade to literal base jiraya as it's implied if two out of the 3 sanin went to fight pain they likely woulda cleared. To add, Orochimaru was unironically pivotal in the war efforts by reviving the prior kage, which subsequently did WAY better against both Obito, juubito, and a revived Madara where the raikage was inconsequential without the aid of Onoki who low-key carried the war too. Mind you Madara had the powers of a sage and the shinju, and Tsunade alone woulda killed Madara if he was revived in that form.
