I've stopped counting how many times I've received damaged bikes. Most times it's due the the sellers inability to properly pack the bike with sufficient protection.
That's exactly the first thought I had! Excellent display of frame brazing and welding skills, but it would be less of a hassel to simply get a Columbus, forged dropout from either Colonago or a seller of Columbus tube sets,and just replace the whole dropout and essentially have it in factory condition again. That spot weld looks like a real stress point now, especially if you tried to re-drill and tap a new hole for a spacer-tension adjuster screw again.
@@danielhall3895 No need a new hole for it I think,the wheel can be adjust well by only one side adjustment screw.I just got the simple and cheapest way in China.
The faces of the rear dropout are parallel to each other, but shouldn't you put a wheel in the dropouts, and use the dropout hanger alignment tool to make sure that the hanger is perfect? I never would have thought that it was possible to do what you did. ....Well done.

oneside screw is good enough,Igot no oxygen welding equipment,so
