    I didn't steal the transit sign behind me! Sacramento RT recently retired their signs because they redrew all of their routes. They gave away the old signs and I snagged one! Very excited about it!

      I collect signs, too! The one thing I will say is that SACRT is unusual to give their signs away, lol.

    The best urban regional government in the US is Honolulu because Hawai'i has no city governments. The county performs all the functions of a city, and Honolulu County covers the entire island of Oahu.

    9:02 I used to intern at a city council in Los Angeles. Pretty much opposite, it's so shitty there and I can confidently say they don't give a shit about the people. It's really tragic because I honestly love our city, but to witness the conversations that undermine the needs of the civilians as well as really petty things such as board commissioners (who are appointed by the mayor for the sake of his reelection and whatever selfish agenda) call each other bitches and stuff, it was such a disheartening experience. I still have hopes for LA, but I can tell you that change is not being fostered nor much cared for at the city council level.

      LA has a long history of shady officials, gentrification and police misconduct. I’m from Santa Monica but, lived in LA for 8 years before moving out. With today’s dynamic of this city being run by Democrats, liberals, and regulation had really made the city worse. I love LA but, I can be happy without it.

    People wonder why I am majoring in Public Administration and why I want to work more local government positions despite being right next to DC, stuff like this is why. So many groups, borders, who controls what, there's jobs to do and someones got to do them! Every city is different as you mentioned so who knows what I'll be doing in the future. Keep up the great content!
    P.S what do you think about Virginia's independent cities? What do you think about the power dynamic of the majority of a regions population being under an independent city and not a city within a county? (Look up the Charlottesville and Albemarle counties land annexation history, pretty interesting.

    Hello from Minneapolis! The one thing with the Met Council many of us do not like is that they favor a lot of suburban transit rather than keeping transit where the densest neighborhoods are, like Loring Park, Whittier, or Powderhorn... but they do create an extra layer for advocacy in urbanity in government, which is positive for us overall.

    It would be interesting to do more videos on the governance of cities. Strong mayors vs council-manager; ward-based vs at-large representation; partisan vs non-partisan elections at city level; participatory budgeting. Powers and financing of city govts etc.

    Here in México, metropolitan areas include two or more municipalities, for example, León Metropolitan Area includes León, Silao, Purísima and San Francisco del Rincón. A municipality is similar to a county: one mayor, one local police, one local law.
    Problems began with municipal services, public transportation, planning, water suply or police boundaries.

      @@MatthewStinar From what I can tell, there is some kind of conection between border cities. People living in one city can work in the other without much of a problem. They can get a permit to cross as many times as they want. The catch is that they cannot go further than a few kilometers away from the border.
      I do not live in or close to a border city, but I live in northern Mexico and have heard about this.

      There are metro areas like "la Laguna" which is made from at least 3 municipalities across two states. And it is a fucking mess, there are different license plate costs, different land ownership tax, at least 3 different police corporations, public transportation not unified, legality of private transportation services being different across borders and a long etc. There's been a movement to make their own state but they can't do it cause there is too much money to lose for the states they are part of.

      It's even worse than this: it's negative sum. The cities don't bid according to the actual benefit they'll see, but according to the benefit Amazon (or a professional sports team owner) convinces them they'll see.

    The Port Authority of NY and NJ...they have a notorious reputation because of the infamous Port Authority Bus Terminal

      Otherwise they do a good job with what they can with current regs and unions. They also have trouble with getting funding for such projects. I think the PA should take over NYCT, and NJT lines originating in NY under a new regional entity.

    I’d have to say Jacksonville Florida where I live, because Jacksonville takes up about 95% of the county minus a few beach towns. So it’s essentially just the county

      In Minnesota there are two different regions the Twin Cities Metro Area which includes the seven counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott and Washington which comprise about 3 million people. And literally everywhere else. The Twin Cites Metro Area is like it's own little state. If anyone travels outside of the Twin Cities Metro Area, they say they are from the Twin Cities, even though they might be from Eagan, Ramsey, Edina, or Bloomington and not from Minneapolis/St. Paul. If you saw the map used in the video, the population and development is fairly consistent everywhere in the Twin cities and you wouldn't even be able to tell that you were entering a different city if you went from Anoka to Eagan or Edina to St. Paul (Besides the fact that you'd see a whole lot less Mercedes, BMWs, and Cadillacs as you left Edina). I believe the Twin Cities Metro area is larger than Jacksonville seeing as it takes up 7 different Counties according to the MN Government, with 15 Counties if you include the surrounding subservient suburbia.

      Jacksonville isn't unique in that regard. Denver is ONE HUNDRED PERCENT of Denver County. My home of Nashville is also nearly 100% of Davidson. Nashville is even called Nashville-Davidson on MSA lists. Lots of other cities do something similar to this.

      Alaska has four unified city-borough governments (though of course only the Municipality of Anchorage has significant population). The muni does regional planning for communities outside the city proper, but with neighboring boroughs the relationship is limited to the COG & MPO models mentioned.

    The Met Council in MN is also able to bind its constituent cities to action following a vote approval such a mandate. Most regional governments cannot place mandates on its members.

      I live in Rapid City, SD and the capital is Pierre (pronounced pier) which is 3.5 hours away, doesn’t have an interstate connection to I-90, is an hour ahead, and is only 13k people. Let’s just say we hate them, I don’t know how they feel about us.

    Having lived in Virginia, regional cooperation is extremely important for the cities because they are independent from the surrounding counties, meaning they have separate schools, separate utility billing offices, separate local taxes, separate elected officials, etc. I'm most familiar with Charlottesville/Albemarle, which have a couple of regional organizations: The MPO, which oversees road construction between the city and county and the Rivanna Water and Sewer Authority which handles water and sewer treatment as well as the nearby "transfer center" (where the public and garbage contractors take their garbage and it gets transferred to another place that actually accepts garbage).

    In my country (an unitary state), there are 3 levels of government - municipal, regional and national. Each with its own elections. There are about 3000 municipalities and 8 self-governing regions. *Regional and municipal responsibilities are delegated from the national government by law* so there's no dispute who should do what. The state is also divided into 79 districts for administrative purposes only. There are several districts in each region.

    Unigov would like a word. Indy has cities within cities that are totally independent. Speedway is an enclave within Indianapolis that has independent police & fire. It's like the opposite of a wholly unified regional government.

      Yes, Quad Cuties, Fargo-Moorhead-anywhere that a large population spans a state line would be an interesting case to examine. For that matter, I wonder how cooperation is handled when international borders are involved, such as one case where the library straddles the US-Canadian boarder.

    By land area, Jacksonville is closer to 15 or 16 Bostons than 10. Also New England has its own MSA type, the NECTA, which sorts along town lines, as opposed to county.

    You obviously missed Indianapolis, Indiana. Indy was the first large regional government by annexation. Thru the state legislature, they basically dissolved the county government and made the city council the city-county council.

    Shoutout for the SacRT Bus Stop sign! Along those lines, what're your thoughts on the Sacramento-Elk Grove-Roseville area governments with regards to regional planning and the like? I know things like transit are difficult, with Elk Grove opposing Light Rail for some wonderful (/s) reasons, but something like what Portland has would be nice around here :)

      @@stevencooper4422 the Green Line is probably on indefinite hold for expansion of track :( I know the plans for the MLS Stadium and Railyards development include new LRT stations along the Green Line, but expansion north is probably at least a decade out. The Great Recession helped kill it :/

      Auckland, New Zealand used to be a number of smaller regional councils until 2010, until it merged into one "Supercity", making it the largest council in Oceania! See en.wikipedia.org/wiki/Auckland_Council#History

      My city in the Netherlands is one of two major cities in the region. These two cities, alongside smaller towns and villages, cooperate in a standard Metropolitan Area Council.

      But there are some suburbs around vienna that are in another Bundesland(state)

      Regarding Calgary, something like 90% of the entire metro area's population lives within Calgary city limits...one of the only major metros on the continent to be so unified under one governance board which is how we can more efficiently implement giant projects like our proposed new Green Line. There is little regional cooperation beyond that though, which is one reason we don't have good transit access to our greatest nearby tourism resource: Banff.

    Should check out the Hampton roads area of Virginia. I think it has a lot of potential at being a mega city if it can tackle the looming issue of raising ocean levels

    Take a look at the Indianapolis area, Marion Co, and UniGov. Only about 2 mil in the metro area, so not very large, but I think it is a great example of this

    London has a regional government. It does taxes, city planning, controls the local transportation and holds local elections.

    I'm glad you have some love to the Twin Cities Metro Council. Sports stadiums and all the airports -- commercial and general aviation -- are also managed on a Metro-wide basis. "Met Council" covers all 7 counties in the area: Hennepin (Minneapolis), Ramsey (St. Paul), Anoka, Carver, Washington, Scott, and Dakota. However, the urbanising area of the Twin Cities extends beyond that and even into Wisconsin.

    I think that this can apply to Denver. Denver is known as Metro Denver since it has many cities that are connected. Also the bus system, RTD, has buses that move between Boulder and Longmont, which are not connected.

    Could you make a video explaining why Dallas and Fortworth are part of the same metro area, while Durham and Raleigh are separate? The New Orleans metro area is now under 1 million residents after Sldell/Northshore was removed, Oddly enough the Hampton roads metro has multiple independent cities that aren't that co-operative. This would be a good video topic to consider.

    Very good video. You could do a 10-part series on Virginia, the only state where cities are independent of counties. It has created countless problems with regional cooperation, particularly in Hampton Roads which comprises mid-sized cities Norfolk, Virginia Beach, Portsmouth, Chesapeake, Newport News, Hampton........

    This is SUCH an interesting topic! Great video, explained things clearly and put my thoughts to words. In Canada annexation/amalgamation is fairly common. In Manitoba we have planning districts which coordinate land use across municipal boundaries. No elected positions and no power otherwise. What's unique in Canada is First Nations, which present a challenge to those seeking regional cooperation simply because of how different they are from other jurisdictions. And then add the history of racism, systemic discrimination etc. Regretfully relations are not nearly as productive as they could be.

    Even with your accolades for Portland, I don’t think they cooperate with their neighbors across the river in Vancouver. I’d like to see you address metro areas than span state lines - much like your example from another video about the Chicago Skyway and Indiana Toll Road. I’m also thinking that there are similar problems in KC, Omaha, El Paso (just with NM - not even considering Juarez), Cincinnati, Louisville, Chattanooga, Toledo, Philadelphia, ...you get the picture.

    Connecticut loves their homerule!! We have some regional planning districts, but we don't like counties...Local control for education (except for small towns where there are regional school district like RHAM (Andover, Hebron and Marlborough)), planning, but in the Hartford area, we do have the Metropolitan Water District which supplies water to most of the towns around Hartford. And great tasting water, too...

    The Netherlands is a bit weird. We have provinces, municipalities and ‘water boards’ (waterschappen in Dutch and not to be confused with torture). The provinces set the policies for issues like landscape and divide the land, like nature, agriculture and industry. Municipalities can then use the land according to these guidelines. Neither provinces or municipalities do anything concerning water regulation, that’s for the water boards. They control the quality of the water, but are mostly there to avoid floods and maintain the waterlevel of lakes, rivers, canals and streams by pumping out the excess water. Most people live below sea-level, so we need this type of ‘neutral’ government.

    Now you should do a video about the areas of the US with the least regional governance! I live in Connecticut where all county government was abolished decades ago and until recently I had no idea what an unincorporated area even was! Each individual town here deals with everything from its own taxation to public works/services to regulatory powers, it was kinda crazy to me once I found out that most other states do things so much differently (we have state government too of course, but besides that with some unique exceptions like a few unelected regional planning associations here and there it’s all on the town)

    IIRC the Seattle area had a separate regional government called Metro (officially the Municipality of Metropolitan Seattle) which initially focused on sewage, and then transit. It was eventually merged into King County in 1994, and vestiges of the old name only live on through our bus service (called King County Metro Transit)

    This US system you just explained is absolutely convoluted. Check out how local government works in Australia, we have local councils which we call local government but are exactly what you call regional government in this video. There is no organisation here below local councils and it seems dumb that it is otherwise in the USA. What you call regional government doesn't have to be a 4th level of governance, it can just become your new local government.

      That would be just as bad as adding a fourth level. Remember the part where he talked about cities annexing the area around them? And how people started resisting? The point is to have a small local government that is dedicated to one geographically consistent area so that they aren't making decisions in favor of a dense city center that also affect a suburb of mostly family homes.
      There are some management areas where it might make sense to group together the city center and the suburban homes- transportation or utilities, perhaps. But it doesn't make sense for innumerable municipal codes and projects.

    I don't think appointed regional agencies are necessarily good, as they may be less accountable. I don't think elected regional agencies are necessarily good either, as the central municipality may simply outvote the suburbs.
    What I do think is that Balkanization in the US is at extreme levels, and something needs to be done to force cooperation. I don't see why we can't just mandate it, or try to impose actual costs for externalities.
    For example, if there's one thing California desperately needs, it's land use reform. But cities undermine one another and reject infringement on local control. Palo Alto doesn't want San Francisco density? Fine. San Francisco doesn't want Palo Alto sprawl? Fine. But _neither one is building enough housing_. Legislate at the state level that they don't get to build offices without housing, and set up a system where neighbors can swap zoning allowances. Nothing more. Force the city governments to find a workable regional balance while preserving local control of neighborhood character.

      This would leave you with a lot of dead space between "regional councils" since non-arbitrary boundaries wouldn't line up neatly. If you just fill the voids with extra space in the "rural" variety of councils, you'll very quickly end up with a rural council completely surrounding a metro council but having no authority overlap. Counties fill the void of space between towns without creating an issue of uncooperative bubbles.

    It would be nice for there to be more regionally-integrated tax collection. The way it’s set up now-where people with money move just outside the jurisdiction of a city just to pay lower taxes while depriving urban areas of much-needed financing but still using its roads, etc.-is asinine.

      Yeah, it's even worse when a city is on a state border with a state that has no sales tax, and the other side has low property taxes. You get people living in one place and shopping in another just to save on some taxes.

    Sitting in Oak Park, feeling singled out... I actually try to explain where I live, but it's often just easier to say Chicago to people who aren't from the area. I like to think I'm still not as bad as people who say "Chicago" when they mean "Palatine." At least the CTA runs through Oak Park!

    I wonder how Vegas would be if the city of Las Vegas annexed Henderson, North Las Vegas, and the unincorporated townships (like paradise for example, which the strip is located in) We all already say we’re from Vegas even though we live in a neighboring city

      It seems in a lot of respects that Clark County government acts a regional government. So many people live and work in urbanized unincorporated Clark County with no city government and even the Las Vegas police dept merged with Clark County's to create Metro.

    The last thing I want is regional government. Then the overcrowded urban areas can tell the less populated areas what to do and force them to pay for it. Does this remind anyone of WA state where Seattle controls everything because of their large population? I prefer local control where it is easier for citizens to keep control of their governing body.

      If you live in the Seattle area, you know that the Metropolitan King County Council represents the interests of more than two million residents, in cooperation with large and small cities and towns. Not everyone is happy, especially rural landowners on the Eastside. It's always been the case.

    This sounds a little like the regional and district/councils in NZ. I'm a bit vague on the distribution of responsibilities because Auckland was amalgamated and is now a unitary council ("the super city"), but the clue has to be in the name, right? "regional council"

    Ontario's provincial government has implemented two waves of municipal consolidation, one in the 1970s and again around the turn of the millennium. The first wave created Thunder Bay out of Port Arthur and Fort William, and Cambridge out of Galt, Preston and Hespeler, among many others. In the second wave Toronto became a "mega-city," and Hamilton came to encompass the entirety of what used to be Wentworth County as of the start of 2001. I studied in the Twin Cities in the mid-1970s and was favourably impressed by the Metropolitan Council and its pioneering effort at metropolitan governance. I should have thought it would be imitated more widely by now in the United States.

    I've always felt like the Hampton Roads Region, known locally as the "Seven Cities," comprising of Virginia Beach, Norfolk, Newport News, Chesapeake, Portsmouth, Hampton, and Suffolk would benefit greatly by forming a unitary government. It would help them get more of the transportation funding that Northern VA often gets first dibs on.
