Timocracy is ruled by honor. It is like an Spartan State. Warrior state. Sports state. Strong rules. It is degeneracy from the state ruled by aristocracy/wise because it is ruled by people who are high-spirited and simple minded. They have some ability of reason but they are far from aristocracy because they are controlled by their passion and maybe their pursuit of winning or glory so they are not purely virtous in a mind of plato. Democracy in Platos mind was the second lowest form of goverment after Tyranny because like Tyranny it could be completely corrupted. Sort of political candidates who would fool people for votes with empy promises. So there is a huge difference when talking about Platos way of seeing Democracy and Timocracy.
If you are not familiar with Plato, this can be a little bit confusing video as well...Plato, when he was talking about different kinds of governments he also meant governments ruled by certain spirit/soul - So in this case with Timocracy it would mean a state that is ruled by Timocractic souls.
