I would use the bolt that came with bracket. They didn’t put in the package for no reason.

The provided bolt is for the top. I think it is provided so that there is extra clearance for the plastic cover? Spec for bolt torque is 20 Ftlb.
There are a bit of a pain if you have the fog light's installed
How have these tie-down brackets worked out for you over the years? Some suggest the mounting location is just a light weight sub-frame and will brake. What are your thoughts?

Just a bit of information. The extra bolt provided is for the top hole not the horn bracket. As per the instructions. I don't think it matters that much, but that's what the longer bolt is for.
That should mean you don't need to remove fog light bolt.
