Maybe there was concrete head course in hers!! There are time ms after the block work has been laid, they use concrete round the building which will serve as a base that carries the wall plates. The case is different in this plan (that is why I kept saying you need to understand the nature of the drawing) I sent a post on the community post, showing the drawings. Check the section, there’s no concrete untop the wall
