Missed some charges for Kai, like
Slavery and Conspiracy to commit mass slavery - When he takes a master’s chi, they turn into jade zombies that serve him, which can count as slavery. Since he did this to many masters, this would land him a hefty prison sentence. Also, he said that he is going to take the chi of every panda in the village, and although he fails at this, this is still conspiracy, and should yield a life sentence at the minimum.
Grand Larceny - Assuming that taking one master’s chi counts as one grand larceny charge, Kai would get many since he has the chi of many masters.
Property Destruction - When Kai commits OoABH on Po, a structure gets destroyed, so I think Kai should pay for that.
*Murder - You might not count stealing someone’s chi as murder, but I want to mention it since some people do and you suggested it did when you charged Kai with “Conspiracy to Commit G3nocide” in the archive version when he said that he’ll take the chi of every panda in the village.
Id honestly count taking someone’s chi as murder. As chi is supposed to be the energy force of all living beings. So technically not only is he killing them but he’s also reanimating them as his jade zombies. So technically him “stealing the chi of every panda in that village” is genocide and conspiracy to commit genocide. I don’t know what reanimation would count as since reanimation doesn’t exist in our world so there isn’t really any laws against it.
Respectfully, you missed something for Rumpelstiltskin. No attempts but just straight up murder. He killed that witch by splashing water on her (in the scene where he asked for ideas)

You're also forgetting that there were multiple guards that were killed, but not directly by Tai Lung. Specifically, the archers and the guards operating the crossbows
Hey for Kai and Tai Lung, all of the assault and battery charges would legally have been considered assault with a deadly weapon. After a certain amount of training in martial arts, your hands and feet would be considered a deadly weapon
The Jade zombies can be considered Brain washing as Kai erases all trace of individuality from the victims (at least with Shifu and the furious five besides tigress)
It would probably be counted as coercion, extortion, or slavery in court if Kai went there

the jade palace had pillars with solid dragon decorations made of pure jade which id imagine would be a lot more expensive to replace since getting jadeite of that size has got to be expensive

Depending on jurisdiction Tai Lung’s escape would be a death sentence. Murder of law enforcement officers AND murder while committing another felony (escaping lawful custody) often count as capital murder, even though they would all be second degree (willful but not premeditated)

At the beginning of Shrek Forever After, King Harold and Queen Lilian go to sign the contract with Rumpel to have Fiona saved. However it was also the same contract that would make them disappear if they signed it, which Rumpel convinced them into signing in his reality. I feel like Rumpel should be given an extra charge for fraud and two attempted regicides. And keep in mind, this part is canon to the story as it happens around the same time the first Shrek takes place. Most of Shrek Forever After isn’t technically canon as most of it takes place in Rumpel’s own alternate reality, which ended up disintegrating by the end of the film when Shrek’s disappearing curse was broken.
I'd argue that Kai & Shen get an account of Regicide since Kai took Oogway's chi and Oogway at this time was technically still Spiritual leader of the Valley of Peace and in Shen's case he kills Master Thundering Rhino who is the leader of the council that ruled Gongman City.
I'd also argue that Kai also would be charged for mass murder since taking people's Chi is basically killing them. He then uses them as basically undead thralls for his own bidding. So that could be counted as slavery.

I love how the least threatening villain, The Verminator, is charged with with a higher penalty for property damages than all the Kung Fu villains combined.
kai's charges for 41 years is barely a trinket to him since he's over 500 years old.
When Shen commited genocide, he was punished with exile instead of death also when he assumed the throne of the city, it could be considered as usurp as he's not allowed to enter the city and also his position could count as tirany. Also on Tai lung, he almost commited first degree murder when he was about to choke Shifu to death (also with some aggravated assault) and in the process he broke several treasures of the palace, along with some destruction of the building.

For Tai Lung's case, I think it would actually be 1001 guards as I assume the head was not including himself, but that's irrelevant as it is widely believed that the definition of genocide is the mass murder of 1000 or more people Therefore, that's genocide, Death Sentence. Also mass property damage, he destroyed the prison.
Genocide means the mass murder of specifily one group of people, Tai lung whould have killed anybody in the prison, While shen only focused on pandas.

If you think about it, Kai's lesser charges could show that his anger and rage was more focused and controlled towards a single individual and associates, showing what could be a result of better emotional control and discipline which is fitting for a general, compared to tai lung whos rage targeted all around without mercy thus showing he's not in control of his emotions as much and therefore lacked as much discipline and experience.
You could compare it as Kais anger being a magnifying glass, aiming his rage on a specific spot on a stone, whereas tai lung would just light up the whole rock without a care, shows a difference in their characters.
Or I am just a moron who doesn't know what he's talking about who knows.

I think there needs to be an extra 'tresspassing' charge on the Verminator, since he escaped lawful custody by jumping the fence and going INTO a backyard, which we know it's not Gladys' because of the dog that bites him

How is Tai blowing up a lot of people counted as 1000 life sentences, but Shen blowing up another bunch of people counted as only one death sentence ?

For the Tai Lung 1000 life sentences charge, since he got 1 life sentence for each guard and one is revealed to have survived in one of the KFP TV series, it should be 999 life sentences instead
Here's a few (I think) you missed (or shouldn't have included):
Stiltskin: Life for slavery.
Kai: 325 years for grand larceny of chi (excluding Oogway), 65 years for brainwashing (using the masters as soldiers) and 14 lives for torture
Tai Lung: In Legends of Awesomeness, one of the villain's (the head guard with the bronze horn) flashback, we see that several guards did, in fact, survive getting thrown off the cliff. Also most of the attacks on the guards didn't LOOK lethal, I'm not sure of the exact number, but I'd reclassify most as assault. We also didn't see 1,000 guards, so, yeah... . But he would get destruction of a national treasure (breaking Oogway's staff would be like setting the Declaration of Independence on fire) for $25,000.
