Luffy doesn’t hold what Bellamy did earlier in the series against him, and Bellamy has come around to Luffy’s idealistic point of view through his own adventures and bonded with Luffy during the Dressrosa arc. Doffy manipulating and using Bellamy as a shield honestly has more to do with tormenting Luffy and Bellamy than it does with defending himself. 44:37 Law uses his power to swap places with a random Donquixote Family goon, so only the first shot, maybe the first two, actually hit Law. Him surviving here is a plot armor, but no more plot armor than any of the Strawhats have.
