Yes. While the technique itself may be fairly basic, it requires the artist to already have the finished piece visualised before spraying down the first colours, since it's really flying by the seat of the pants working this way. That's where the genius comes into the process.

what? the fire? I think he was both evening out the gloss layer he just put down before that, and setting the paint. I dont think that was just for show. If the gloss is not glass smooth, then it will make the picture look cheap. But thats just a guess.

So you think. Until other people witness your art. Everyone likes different forms of art. If everyone liked the same type of art then art would be boring.
As one of those "educated painters": All the strictly necessary education for painting comes with experience as well as study. Just do it. Anyone can. There's no trick to it and the only difference that truly counts is between doing and not doing. (For what it's worth, I actually don't think this particular piece of spray art is all that well composed from a classic background. And it really doesn't need to be.)
